Courtesy Card Policy

Milner Library provides community residents the opportunity to borrow library materials and to use a limited number of library resources and services.  

Eligibility

Residents of McLean, Ford, Piatt, Dewitt, Logan, Tazewell, Woodford, and Livingston Counties are eligible for a courtesy card.  Immediate family members of Illinois State faculty are also eligible, regardless of residency.  Residents under the age of 18 must have a parent or guardian signature for the application to be processed. Cards are issued to individuals only; corporate entities and organizations are not eligible.

Applicants may apply for a courtesy card in person or download an application form.   Application forms may be mailed, faxed (309-438-3250), or emailed to Milner Library’s circulation staff for processing. Courtesy cards are issued and available for pick-up generally one hour after receipt of a completed application.

Courtesy cards must be picked up in person at Milner Library.   Applicants must provide photo identification and proof of current residency upon the card’s issuance.

Courtesy cards are valid for one calendar year and are renewable if the card holder continues to meet eligibility requirements.

Borrowing Rules

Card holder must present their courtesy card and a photo ID when borrowing materials from Milner Library.   Card holders may have up to 20 items checked out on their card at one time.  

Card holders are not eligible for interlibrary loan services or remote access to library databases, subscription services, and e-journals.   Card holders are not eligible to use computer labs, the laptop lending program, media equipment, tablets, mobile devices, or other services that are supported by student fees or contractually restricted to current students and university employees.

Returns

All materials must be returned or renewed by their due date.   Materials may be returned in person or by mail.   Many materials in the library have multiple pieces, such as educational kits, media equipment, music scores, and media.   It is the patron’s responsibility to return all pieces.

Notices

Milner Library sends all notices via email.   Card holders are strongly encouraged to supply a valid email address at the time of application.   If no email address is provided, Milner Library mails notices to the card holder’s address. Library personnel contact card holders by telephone only in unusual circumstances.

In most cases, Milner Library sends a courtesy notice 1 day before materials are due, a first overdue notice when materials are 7 days past due, and a second overdue notice when materials are 10 days past due.   After the second overdue notice, card holders are billed for replacement costs.

Billing and Fines

Library materials not returned or renewed within 28 days of the due date are considered “lost.” The minimum replacement cost for books and audio-visual materials is $50.00 per item. For library materials whose value exceeds the minimum replacement cost (such as educational kits), the costs may be higher and are set at the discretion of library personnel.   A $10.00 processing fee is also charged for each item.   The replacement cost of the material will be waived if the material is returned. The processing fee is not refundable.

If a patron pays the replacement costs but finds and returns the lost material within one year of the payment date, Milner Library refunds the costs.

If library personnel determine a patron was billed for replacement costs erroneously, Milner Library waives all costs.

Although we cannot accept credit card payments in person, Milner Library offers online bill payment.   All major credit cards are accepted.
